HEVC: Raising All Resolution Boats?

HEVC (High-Efficiency Video Codec) is the follow-up to the highly successful H.264 video codec used in the current Blu-ray Disc, which also had a second name of MPEG-4 AVC. Directionally, we can assume 2:1 efficiency of HEVC video codec over MPEG-4 AVC.
