After an attack on headquarters by terrorist agency KAOS, U.S. spy agency CONTROL has the identities of all their undercover field agents blown, leaving them short of covert spies. Maxwell Smart (Carell) has longed to leave his desk job at CONTROL and get assigned into the real world of clandestine intelligence gathering. Smart is overjoyed when he is given the chance to become an undercover operative and is sent to Moscow to investigate a KAOS nuclear weapons factory. But when the mission goes awry, some of his colleagues at CONTROL believe he is a double agent, and Maxwell is incarcerated. When Maxwell escapes, in order to clear his name and save Los Angeles from a KAOS attack, an order to "Get Smart" is issued, leaving Max and a few faithful friends little time to solve the case before he is recaptured and jailed.
